The firm was established in 2006 by David H. Baker, an attorney with 30 years of experience in the area of safety law. A nationally recognized expert in product safety law, Mr. Baker has handled over one hundred recalls; he has been involved in numerous civil penalty negotiations and he has first chaired five major rulemakings before the CPSC. Mr. Baker is frequently quoted in national publications covering safety law, including The Wall Street Journal, The Washington Post, The New York Times and the Product Safety Letter. He is a frequent speaker on product safety law issues in the U.S. and Europe and publishes a product safety newsletter for clients, entitled The Product Safety Report. Mr. Baker also handles transportation law matters including motor carrier regulation, (contracts, freight claims and logistics issues) and hazardous materials regulation (exemptions, advisory opinions and packaging issues). Mr. Baker previously taught transportation law at the University of Maryland, University College, College Park, Maryland, and at the Military Traffic Management Command, Falls Church, Virginia.

Mr. Baker co-chairs the American Bar Association ("ABA") Committee on Consumer Products Regulation, is President of the International Consumer Product Health and Safety Organization ("ICPHSO") and is Past President of the Association of Transportation Law, Logistics and Policy.
